What Is Ontario Entrepreneur Stream?

Ontario province has started an Entrepreneur stream, one of the famous Business Streams BPNP of the Ontario Immigrant Nominee Program (OINP). This entrepreneur stream is primarily for business owners or senior business managers who have business experience and want to reside in Ontario.

Application Process

The Entrepreneur Stream application is a two-stage process

Stage 1

  • Register an ‘Expression Of Interest’ by email.
  • If selected, send an online application.
  • You and your business partner go to the OINP office in Toronto for a required in-person interview. (if applicable)
  • You must sign a performance agreement if your stage 1 application is accepted.

Stage 2

  • We provide a temporary work permit recommendation letter so you can apply for a temporary work permit to IRCC.
  • Start your Business – for implementing your business plan and sending a final report, you have 20 months.
  • We request documentation to prove that you’re eligible for nomination for permanent residence If your business meets all requirements.

Mandatory Requirements

If you’re invited to send an application, you must offer supporting documentation to exhibit you have met the conditions

Business Experience

You have required a minimum of 24 months of full-time business experience in the last five years. Your experience must be as a business owner or senior manager in business management. You must have played an active role and owned a minimum of one-third of the business as a business owner. As a senior manager, you must have had senior decision-making responsibilities in the business

Net Worth

If the location of your proposed business will be: Inside the Greater Toronto Area, which includes the city of Toronto and the regions of Durham, Halton, York, and Peel, you have required at least $800,000 CAD net worth. You must have a minimum net worth of $400,000 CAD outside the Greater Toronto Area. You must have a minimum net worth of $400,000 CAD if your proposed business is in the information and communications technology or digital communications industry, regardless of location.

Active Involvement

It would be good if you actively participated in business management regularly.

Job Creation

If the business is located in the Greater Toronto Area, you must create a minimum of two full-time permanent jobs for permanent residents or Canadian citizens. Assume the business will be based in the information and communications technology or digital communications sector or outside the Greater Toronto Area. In that situation, you must create a minimum of one permanent full-time job for a permanent resident or Canadian citizen, regardless of location. Under the first 20 months of starting or obtaining the business, jobs must be created and filled continuously for at least ten months and paid at the position’s median wage level.

Personal Investment Funds and Minimum Equity

If the location of your proposed business is:

  • Inside the Greater Toronto area, you must make at least $600,000 CAD for personal investment and own a minimum of one-third equity in the business.
  • You must make at least $200,000 CAD personal investment outside the Greater Toronto Area and hold a minimum of one-third equity in the business.

Regardless of location, you must have a minimum net worth of $400,000 CAD and invest a minimum of $200,000 CAD If your proposed business is in the information and communications technology/digital communications sector.

Capital Investment Purpose

The main goal of capital investment in the business must be to profit. It must not be to obtain capital gains, dividends, or interest.

Additional Requirements If Purchasing An Existing Business

If you want to buy an established business:

  • Under one year from registering an expression of interest (EOI), you must visit Ontario for at least one business-related trip.
  • The business being bought must have been run continuously over the previous 60 months by the same owner(s).
  • Business ownership must be fully transferred to any business partner or candidate.
  • You must use a minimum of 10% of your personal investment to improve or extend the business in Ontario.
  • All full-time permanent employees that worked in the business before the transfer of ownership must be kept by you.

General Business Requirements

In addition to meeting the minimum requirements listed above. You must also meet the general business requirements listed below.

Business Purpose

The business goal must be to profit from active income through selling goods and services.

Canadian and Ontario
Legal Requirements

All relevant federal, provincial or municipal legal, regulatory, and licensing conditions must be complied with by your business. This involves compliance with labour and employment standards laws in Ontario.

Permanent Business

Your business must be permanent. Businesses that are seasonal and project-based are not eligible.

Business in Ontario

You must always have a place of business in Ontario.

Ineligible Types of Businesses

Make sure your proposed business is not one of the below-listed ineligible types before you start the application process.

  • Laundromats.
  • Pawnbrokers.
  • Tire recycling.
  • Holding companies.
  • Scrap metal recycling.
  • Automated car wash business.
  • Payday loans and related businesses.
  • Businesses previously owned/operated by current or former OINP business stream nominees.
  • A business includes producing, distributing, or selling pornography or sexually explicit products or services or providing sexually oriented services.

The following types are also ineligible If your proposed business is located in the Greater Toronto Area.

  1. Bed and breakfasts.
  2. Gas stations.
  3. Existing franchises in Ontario (new foreign franchises expanding into Ontario are permitted)

General Business Requirements

In addition to meeting the minimum requirements listed above. You must also meet the general business requirements listed below.

1. Business Purpose
The business purpose must be to profit from active income through the sale of goods and/or services.
2. Canadian and Ontario Legal Requirements
Your business must comply with all relevant federal, provincial, or municipal legal, regulatory and licensing requirements. This includes compliance with Ontario’s labour and employment standards laws.
3. Permanent Business
Your business must be permanent. Project-based and seasonal businesses are not eligible.
4. Business in Ontario
You must maintain a place of business in Ontario at all times. 

Ineligible Types of Businesses

Before you start the process of applying you need to ensure that your proposed business is not one of the ineligible types listed below.

  • Automated car wash business.
  • Holding companies.
  • Laundromats.
  • Pawnbrokers.
  • Payday loans and related businesses.
  • Scrap metal recycling.
  • Tire recycling.
  • A business involved in producing, distributing, or selling pornography or sexually explicit products or services, or providing sexually oriented services.
  • Businesses which have been previously owned/operated by current or former OINP business stream nominees.
